When did schools get an entitlement to "the best students", stuck in dangerous, life choking environments with time servers passing as teachers? When did children become the property of the government?We have school choice. It comes bundled with home ownership. Public policies that provide additional liquidity in the market for schools, including charter schools and vouchers, are potential Pareto improvements.
