College Insurrection refers to the preponderance of international students in graduate programs as Outsourcing STEM Degrees.  It's not "outsourcing", it's incentives at work. "Whether graduate programs serve as gateways to refugees, or as symptoms of the poor technical preparation of U.S.-born and U.S.-schooled students, or as a way to allow university administrators a source of cheap immigrant labor for faculty positions is beyond the scope of today's post."  One commenter at College Insurrection suggests that the B.S. is sufficient for entree to corporate jobs.  Whether the return on the additional investment in a research degree is worth making is left to the reader as an exercise.
