TAX DONUTS TO PAY FOR MORE POLICE?

Chicago's pop tax might be a Pigouvian tax that generalises.  "The daily allowance for a person's sugar intake should be halved to six teaspoons, the World Health Organisation (WHO) has said."  I'm in trouble, that sounds like what goes into the morning cups of coffee.  I leave the incidence implications of taxing sugary foods -- in the developed world, obesity correlates with poverty -- to somebody else.
