It's almost certainly a new 'phone scam taking advantage of peoples' anxieties about the credit crunch, particularly with stories of possible downward adjustment in revolving lines of credit. Look closely at your most recent credit card bills, there is likely to be a request to give the bank two or three weeks for the check to clear before assuming your line of credit has been raised by the amount of your payment. It's called using your cash for free, but the banks have had a bad month.
