PUT YOUR HOUSES IN ORDER FIRST.

Illinois public colleges and universities are shedding enrollment, and yet, the presidents thereof are asking the legislators for more resources.  (Rude question: if there are fewer students, isn't there money in the personnel budget for student affairs and diversity and the other impedimenta that might be reallocated?)

The editorial writers of Chicago's Tribune aren't quite that rude, but they're also not buying the pleading.  "Because Illinois higher ed looks paralyzed, clueless, as many of this state’s students plan their futures — in Madison, Bloomington, Columbus, Columbia, West Lafayette, East Lansing, Iowa City, Winona, Milwaukee …"  This is no time for Business As Usual.
