NOT JUST A SIBERIAN THING. If you are a year-round resident of Wisconsin's Madeline Island, in Lake Superior, and the ferries cannot run because of the ice, some years the ice becomes thick enough to become a road. There is even a Department of Public Works project, pouring additional water onto the ice to fill the potholes.
