WHAT IS MISSING FROM THIS DISCUSSION?

Here's a scary headline. "US West prepares for possible 1st water shortage declaration."  Read the article, dear reader, and tell me what word you will not see.  (If you guessed along these lines, congratulations.)

That was this Sunday's sin of omission.  The article also offers a sin of commission.  "The hydropower [from Hoover Dam] costs [subscribers] substantially less than the energy sold on the wholesale electricity market because the government charges customers only for the cost of producing it and maintaining the dam."

And that, dear reader, is how the infrastructure crumbles.
