HOW PARETO DISTRIBUTIONS EMERGE.

It might not be possible to fill in a perfect bracket, and yet, a fan has a better chance of having a shot at the big prize if the entry has traditional strong programs, even if not high seeds, in the Final Four.
The Final Four is headed to New Orleans, and if you aren’t on the short list of college basketball’s “haves” — as in having it all, including lots of blue in your uniforms — you’re just not invited.

Villanova, Duke, Kansas and North Carolina.
Lots of past championships among those teams.  More than a few allegations of cheating to go with those blue uniforms as well.  In a world of relatively few pundits appearing on Meet the Press or relatively few law schools sending graduates to the high bench, perhaps a relatively small set of tournament finalists is logical.
