TONE-DEAF, AGAIN? It's supposedly the first day of spring, although there's a howling blue norther and apparently enough of last week's dry air in place to keep Nebraska's snows south of Interstate 80. It's also the first day back from spring break. So whoever is responsible for programming the electric carillon decided this would be a great day to ring out the Song of the Volga Boatment. Just like the last cheery occasion.
